First time buyers in Mallorca in 2026 have access to a package of financial support that is both more generous and more specific than most young buyers realise. The Balearic Islands government has, in recent years, built one of the most comprehensive first-time buyer incentive frameworks in Spain — including a 100 percent ITP tax exemption for the youngest buyers, a government mortgage guarantee that enables 100 percent financing without a deposit, direct grants of up to 10,000 euros, and a dedicated regional guarantee programme that has recently extended eligibility and raised its property price cap significantly. At the same time, the Spanish state has introduced an ICO mortgage guarantee operating nationally, and several major banks offer dedicated young person mortgage products with higher loan-to-value ratios and waived fees. The ITP Tax Framework — How the Balearics Protect Young Buyers
The Impuesto sobre Transmisiones Patrimoniales (ITP) — property transfer tax — is the largest single purchase cost on any second-hand property in Spain, and it is the area where the Balearic Islands offer the most significant financial benefits for young and first-time buyers. The standard Balearic ITP scale runs progressively from 8 percent on the first 400,000 euros to a top rate of 13 percent on amounts above 1 million euros. For a young first-time buyer, however, the framework is entirely different.
Tier 1 — Zero Percent ITP for Buyers Under 30
The flagship benefit is a 100 percent ITP exemption — a complete elimination of the transfer tax — for buyers under the age of 30. On a qualifying purchase, the buyer pays zero euros in ITP. On a 270,000 euro property, this is a saving of approximately 21,600 euros at the standard rate. Conditions that must all be met simultaneously: under 30 at the date of signing; minimum three years of Balearic residency; first property in their name; becomes primary habitual residence; property value not exceeding 270,151.20 euros; annual taxable income not exceeding approximately 52,800 euros (individual) or 84,480 euros (joint). AJD Stamp Duty is also eliminated for qualifying first-time buyers under 30 under the Balearic government's May 2026 announcement.
Tier 2 — Two Percent ITP for Buyers Under 36
For buyers aged 30 to 35, a dramatically reduced ITP rate of 2 percent applies on first primary residence purchases. On a 250,000 euro property this produces a tax bill of 5,000 euros rather than the standard 20,000 euros — a saving of 15,000 euros. The property value cap was raised in March 2026 to 307,089 euros in Mallorca and 378,212 euros in Ibiza and Formentera. The same 2 percent rate also applies to families with multiple children and single-parent families within the applicable value limits.
Tier 3 — Four Percent ITP for Any First-Time Resident Buyer
For Balearic residents buying their first primary residence who do not qualify for the 0 or 2 percent rates, a reduced rate of 4 percent applies where the property value does not exceed 270,151.20 euros. This is available to any age and does not carry the three-year residency requirement of the 0 percent tier.

The Direct Grant — Up to 10,000 Euros for First-Time Buyers Under 40
The Balearic government announced in May 2026 a direct subsidy programme for first-time buyers under 40, funded by a 6 million euro allocation for 2026-2027. The programme provides grants of up to 10,000 euros toward the cost of purchasing a first primary residence, administered by the IBAVI and processed in order of application. Given the limited fund allocation, early application when the programme opens is essential.
The IBAVI Mortgage Guarantee — Buying Without a Deposit
The IBAVI Programa Garantia Hipoteca provides a government guarantee of up to 20 percent of the property purchase price, enabling a bank to lend up to 100 percent of the purchase price. The buyer provides no deposit. The maximum eligible property value is 382,744.84 euros. Young buyers under 40 receive the maximum 20 percent guarantee enabling 100 percent financing. Income limits: maximum 60,666.65 euros (single) or 68,250 euros (joint). Minimum five years of Balearic residency required. The guarantee runs for up to 10 years and is compatible with the ITP concessions — a buyer who qualifies for both can benefit from both simultaneously.
The ICO State Mortgage Guarantee
The national ICO guarantee covers up to 20 percent of the purchase price (25 percent for energy-rated D+ properties) for buyers under 36 or families with dependent children, enabling 100 percent financing through participating banks including BBVA, Banco Sabadell, Bankinter and CaixaBank. The ICO and IBAVI guarantees cannot be combined on the same mortgage.
Young Person Mortgages from Spanish Banks
BBVA Hipoteca Joven offers up to 95 percent LTV for under-36s with no arrangement fee and no notary, management or registration fees linked to the mortgage deed — a saving of approximately 1,000 to 2,000 euros. Bankinter offers up to 90 percent LTV for under-35s with 72-hour pre-approval. The imagin platform (CaixaBank) integrates the IBAVI guarantee into the mortgage application for Balearic residents, enabling up to 100 percent financing in a single process.

A 28-year-old who has lived in Mallorca for four years, earns 45,000 euros per year and wants to buy a first home in Santa Ponsa for 270,000 euros qualifies in 2026 for: 0 percent ITP (saving approximately 21,600 euros); AJD stamp duty eliminated; IBAVI guarantee enabling 100 percent mortgage financing; direct government grant of up to 10,000 euros. Total financial benefit versus a standard buyer in the same situation: approximately 51,600 euros — in many cases the difference between a purchase being possible or not.
